PRIMARY FUNCTION:
The Safety Services Specialist provides expert guidance and serves as a strategic partner as it relates to safety culture and adherence to safety, workers compensation, EPA, OSHA, MSHA and Department of Transportation (DOT) regulatory requirements. As a strategic partner, this position implements Company initiatives and programs to drive a culture of safety and to ensure adherence to applicable regulatory and Company requirements. This position reports directly to the Safety Director.
POSITION REQUIRMENTS:
- Partner with management and operations teams to execute Company safety policies and programs and ensure compliance with all applicable federal, state and local regulations;
- Ensure leadership and employees are trained and knowledgeable of their responsibilities in regard to safety;
- Conduct consultative on-site reviews of procedures, facilities, equipment and documentation to verify compliance and safe working environment. Implement solutions to eliminate exposure to risks and prevent injuries;
- Provide guidance to management in implementation of corrective actions related to consultative review and inspections by regulatory agencies, such as OSHA, MSHA, DOT and EPA;
- Implement and maintain mandatory safety programs and training, such as Powered Industrial Trucks, Personal Protective Equipment (PPE), Material Handling, Lockout/Tag out, Hearing Conservation, Heat Illness, Bloodborne Pathogens and Hinkle Cardinal Rules;
- Participates with local emergency response agencies ensuring that there is site preparedness for any crisis
- Review and analyze jobs and tasks and create Job Hazard/Job Safety Analysis/Risk Assessment as needed;
- Design, develop and implement safety training programs, including train-the-trainer, and audit for compliance and effectiveness;
- Manages the worker's compensation and other liability claims to include claim management, modified duty program and taking proactive measures to limit injuries;
- Develops compliance policy and training and provides policy oversight and communication to ensure compliance with all applicable laws and internal company policy;
- Recommends policy changes;
- Develops and ensures a behavior based Safety Culture;
- Develop, review, and enforce corporate and site-specific safety policies and procedures;
- Success achieved by: active site visits; analyzing safety risks; championing a behavior based safety system;
- Making recommendations for corrective or preventative measures;
- Oversee accident investigations
- Analyze safety metrics and review incidents to discover trends and recommends solutions to reduce risks and further a culture of a safe work environment
- Lead and coordinate safety and driver safety committees
- Coaching leadership on how to create a Safety Culture at their locations;
- Proactively identifies unsafe conditions and unsafe acts/behaviors and develops appropriate responses to them;
- Participates in the Safety Committee programs and attends local safety meetings as needed;
- Maintains confidentiality of financial information, insurance and litigation documents, employee information (e.g. wage information, discipline, health information) and other sensitive and confidential information;
- Ensures compliancy with all applicable Federal, State and Local Laws; and
- All other duties as assigned.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in Occupational Safety/Human Resources or related field preferred;
- Minimum of 5-7 years' experience in occupational safety/risk capacity preferred;
- Minimum of 3-5 years of previous supervisory experience preferred. Strong knowledge of OSHA, MSHA, DOT and EPA.
- Individual must possess a questioning mind and the ability to think independently. Ability to challenge situations in a constructive manner and present reasonable alternatives. Must possess superior problem solving skills; ability to identify and investigate potential problems with respect all safety issues;
- Strong interpersonal skills, ability to communicate and manage well at all levels of the organization and with staff at remote locations essential;
- Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses;
- High level of integrity and dependability with a strong sense of urgency and results-orientation;
- Experience in strategic planning and execution;
- Experience in formulating policy, and developing and implementing new strategies and procedures;
- Ability to read, analyze and interpret the most complex documents;
- Knowledge of public relations and principles and practices;
- Knowledge of communication and public relation techniques;
- Ability to develop and deliver presentations;
- Work requires professional written and verbal communication and interpersonal skills;
- Ability to communicate and interact with officials at all levels;
- Work requires willingness to work a flexible schedule and travel;
- Experience in a construction environment preferred;
- Must be proficient in Microsoft Word, Excel, PowerPoint, and Outlook;
- Must be 18 years in age or older;
- Must pass pre-employment physical, drug screen and criminal background check;
- Must possess a valid driver's license;
- Able to safely drive a vehicle;
- Regular required attendance and reporting ready to begin work at the designated start time;
- Strict adherence to safety requirements and procedures as per company policy;
- Compliance with all OSHA, MSHA, DOT and EPA regulations.

The noise level in the work environment is usually quiet, but can be very loud and may require protective equipment.
