The Refugee Welcome Collective collaborates with partners to provide in-depth training programs, weekly learning sessions, learning resources, and on-demand technical assistance for sponsors, community sponsorship staff, refugees paired with sponsors, and community and institutional partners to support quality community sponsorship programs across the United States. Refugee Housing Solutions is a capacity building, technical assistance (TA) and training provider funded by the Bureau of Population, Refugees, and Migration (PRM) and the Office of Refugee Resettlement (ORR) to increase access to affordable housing to resettled refugees through the U.S. Refugee Admissions program and to other newcomers by building capacity and expanding affordable housing solutions. Purpose

The Program Officer for Training is responsible for providing training and support to local and national refugee resettlement staff in utilizing Refugee Welcome Collective and Refugee Housing Solutions resources. With expanding volunteer engagement in community sponsorship programs nationwide as a main objective, this position will support local and national resettlement staff with efforts to mobilize sponsor groups. The Program Officer will provide training, technical assistance, program supports, and knowledge-sharing opportunities designed to support staff in enhancing engagement in community sponsorship, as well as improving housing accessibility and affordability for refugees and other newcomers to the U.S. This includes working with corporate and civic national partners, as well as engaging with government and national resettlement agencies and other private sector stakeholders involved in community sponsorship and/or newcomer housing. The ideal candidate will have experience developing and delivering training and learning materials and be proficient in adult learning and training methods. Additionally, the ideal candidate will demonstrate a strong understanding of community sponsorship and housing program models, best practices, and policies in the US and globally. A successful candidate will be comfortable creating and delivering live, online training; providing virtual consultation and guidance to local and national resettlement agency staff in response to technical assistance requests; and facilitating knowledge sharing spaces for community sponsorship practitioners. They will work in close collaboration with partners and experts to create and deliver high-quality training, technical assistance, and program supports. The candidate must be able to work independently, prioritize tasks, and meet deadlines in a fast-paced and dynamic work environment.

Responsibilities

  • Develop and deliver training, to include webinars, self-paced e-learning courses, online certificate courses, in-person training, etc.
  • Create and disseminate learning resources, such as guides, toolkits, one-pagers for local and national resettlement agency staff.
  • Provide virtual consultation and guidance to local and national resettlement agency staff in response to technical assistance requests.
  • Lead development of multimedia resources, including e-learning modules and videos.
  • Carefully track user feedback, challenges, opportunities, learning resource needs, and learning resource issues.
  • Update training and program supports based on user and stakeholder feedback.
  • Complete detailed notes for all training and technical assistance sessions provided.
  • Contribute to monthly and quarterly reports.
  • Stay up to date with community sponsorship program models, best practices, and policies in the US and globally.
  • Work in close collaboration with partners and experts to create and deliver high quality training, technical assistance, and program supports.
  • Provide related inputs into development of RWC and RHS program workplans.
  • Ensure related trainings and learning resources are developed and delivered on time and on budget.
  • Experience with recruitment, creating promotional materials, and volunteer campaign initiatives a plus.
  • Other tasks as needed.

Qualifications

Skills and experience required:
  • Lived experience with forced displacement and refugee resettlement is welcome and encouraged.
  • Experience implementing community sponsorship programs and an understanding of affordable housing development policies is required.
  • Knowledge of the U.S. Refugee Admissions Program and ORR programs and benefits.
  • Minimum of two years of experience developing and delivering training and learning materials
  • Proficiency in adult learning and training methods.
  • Ability to develop and deliver engaging training and technical assistance materials, including high quality learning resources
  • Ability to maintain a high-performance standard with attention to detail.
  • Ability to work independently and as part of a team.
  • Knowledge and experience in working with Microsoft Excel, Power Point and database software is essential; experience with remote training and learning management systems preferred.

  • Fluency in a language spoken by refugee populations a plus

  • Strong interpersonal and diplomacy skills; ability to work effectively with partners and teams
  • Ability to always conduct oneself in a professional and courteous manner.
Education & Certifications:
  • Bachelor's degree or equivalent education and minimum of 5 years work experience required.

Special Requirements

Work location:

This position is a remote role with some in-person responsibilities related to meetings or onsite technical assistance visits. Remote employees must be able to fulfil the following conditions:
  • Ability to maintain secure and appropriate personal work environment for day-to-day work
  • Access to strong and reliable internet access.
  • Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information.
  • Regular work hours must span core business hours 10AM-4PM Eastern time.
  • Close proximity to U.S. airport and ability to travel to attend CWS and external meetings, conferences and other in-person engagements.
  • Must use CWS provided equipment such as laptop and cell phone.
