SUMMARY

The Star Program Manager is responsible for supporting translation of the Stars strategy into tactical initiatives that maximize quality performance, liaising and coordinating across the centralized Stars team and measure owners from the broader enterprise. . This role reports directly to the Director of Star Performance and works closely in partnership with all Star measure owners to drive forward multi-year transformation programs. Responsibilities include program planning, tracking and reporting progress, managing cross team coordination within other departments and divisions' teams on issue escalation and mitigation planning, and communicating across stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Serves as the interface between Stars leadership and measure owners to ensure transparency and alignment across all tactical work efforts.
  • Supports measure owners with strategic conceptualization, definition, and documentation of any new Stars initiatives, partnering with leads from business case development through tactical initiative deployment and monitoring.
  • Tracks and oversees new Stars initiative implementation, ensuring adherence to budget, timing, and scope and escalating any risks or issues to Stars leadership.
  • Identify when initiatives owned by Star metric/domain owners are not aligned with achieving set Star goals and to provide transparent input to both Star metric/domain owners and Stars leadership team on set initiatives exceeding, missing, or meeting set target goals.
  • Share input to both Star metric/domain owners and Stars leadership team on which Star initiatives have overlap/redundant gap work coupled with key metric KPIs that are not on target to meet goals.
  • Liaises across SHS and Enterprise functional areas to facilitate cross-enterprise visibility into Stars efforts, identify cross-function opportunities for collaboration / support, and ensure cohesion across all current and planned Stars initiatives.
  • Works with centralized Stars team, measure owners, and data / analytics teams to review, rationalize, enhance, and automate target state Stars analytics and reporting; helps prepare reports for discussion in standing (and ad-hoc, as needed) Stars governance meetings.
  • Supports facilitation of Stars governance meetings, including material preparation and meeting coordination, increasing dialogue on aggregate Stars goals, performance, and necessary tradeoffs to empower measure owners to better understand dependencies and recalibrate their strategies.
  • Coordinates and tracks action items resulting from Stars governance meetings, escalating risks to Stars leadership as needed.
  • Capture learnings and best practices and share across initiative workstreams.
  • Manage direct reports.
EDUCATION AND EXPERIENCE

Relevant combination of education and experience may be considered in lieu of degree.
  • 7 years of progressively more responsible experience in project management.
  • Previous experience in healthcare project management at a highly complex organization, or related prior experience within the healthcare industry, is strongly preferred.
  • 2 year of leadership experience
  • Bachelor's degree Business Administration, or related field required; Master's Degree in related field strongly preferred.
  • PMP certification preferred.

  • Experience in project management and be a strong people leader with experience in elevating the capabilities and performance of teams.
  • Experience of managing a PMO office
  • Experience of managing the complete lifecycle of a project with project teams
  • Highly efficient in resource planning and tasks assignment
  • Knowledge of benefits and dependency mapping, risk management and resource planning
  • Line management or team leader experience
  • Demonstrated diplomatic ability to build relationships and influence others at all levels of the business
  • Ability to competently mediate disagreements and negotiate agreeable resolutions
  • Experience of program and project level financial management
SUPERVISORY RESPONSIBILITIES

Directly supervises a varied number of employees in the designated department(s). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

WORKING CONDITIONS:

Work is performed in an office setting with no unusual hazards.

Pay Range

Actual compensation decision relies on the consideration of internal equity, candidate's skills and professional experience, geographic location, market and other potential factors. It is not standard practice for an offer to be at or near the top of the range, and therefore a reasonable estimate for this role is between $90,400 and $151,500.
