Human Resource Associate

Division of Public Safety

Job Summary
The primary function of this position is to perform a variety of human resources related duties in support of staff and administration for the Division of Public Safety.

Duties & Responsibilities

  • Working closely with the Sr. Assistant to the Executive Director, serve as the main hiring resource for the Division of Public Safety.
  • Coordinate, facilitate and manage the search process for all open positions in the Division of Public Safety.

    • Hiring
    • Onboarding
    • Promotional process
    • Termination process
  • Process all employee record transactions (HRFE, I-9) including student workers.
  • Maintain comprehensive confidential records.
  • Respond to Freedom of Information Act requests when required.
  • Coordinate and manage departmental completion of annual reviews.
  • Work closely with the Executive Director of Public Safety to complete salary planner.
  • Provide the Executive Director with most up to date salaries of all non-exempt and Academic Professionals needed.
  • Review and approve\deny ANA transactions.
  • Other duties as assigned
  • Research/Create job descriptions for hiring and promotions in conjunction with unit heads.
  • Counsel administrators and employees on policy and procedure.
  • Work with outside entities to schedule medical exams and psychological evaluations.
  • Coordinate and process Extra Help and Rehire of a Retiree hires.
  • Serve as a back-up processor for bi-weekly staff (payroll feeder) and hourly student payroll (PHATIME).
  • Communicate leave practices and policies.
  • Provide guidance for leaves of absence, Family and Medical Leave Act requests and PEDA leave.
  • Manage FMLA\VESSA and PEDA leave process.
  • Review applications for approval or denial.
  • Responsible for entering information into BANNER as well as tracking leave.
  • Compose highly sensitive material regarding internal human resources matters pertaining to FOIA, Workers Compensation, OAE issues, FMLA\VESSA, PEDA and disciplinary action.
  • Consult with IHR when needed.
Additional Physical Demands
Generally sedentary office work with some amount of physical exertion required. High priority projects may involve considerable pressure and exertion.

Work is performed in an office setting. The environment is often fast paced.

Minimum Qualifications
  • Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  • Two (2) years (24 months) of work experience performing professional-level human resources duties.
Preferred Qualifications
  • Minimum of two years of progressive work experience that demonstrates strong ability to research, interpret and make recommendations based on HR policy.
  • Experience working in a union environment with ability to interpret contract language.
  • Demonstrated ability to learn new computer programs.
  • Experience providing human resources support in a university of Illinois administrative environment.
  • Experience in documentation, training, search and hire practices, work authorizations, and/or appointment processing.
  • Excellent interpersonal skills as well as the ability to communicate effectively with others.
  • Strong organizational and time management skills as well as the ability to multitask complex tasks/projects.
  • Knowledge of the University and Campus policies related to Human Resources including those listed in the Campus Administrative Manual, Provost's Communications, and Policies and Rules.
  • Working knowledge of BANNER, HRFE, Cornerstone, JDExpert, I-9, ANA and PARIS.
  • Working knowledge of University of Illinois human resources policies and procedures.
Knowledge, Skills and Abilities
  • Requires exceptional ability to maintain confidentiality and managerial discretion.
  • Basic knowledge of current law enforcement and criminal justice organization and operations.
  • Knowledge and understanding of university policies/procedures.
  • Strong communication and written skills are required for this position.
  • Working knowledge of Division of Public Safety policies and procedures.
  • Working knowledge of various software and web-based programs: Microsoft Word, Access, Excel, PowerPoint, BANNER, HRFE, HireTouch and ANA.
  • In-depth knowledge of the Division of Public Safety's personnel records, citizen complaint records, internal investigation records as well as discipline records system.
  • Understanding of human relations in order to communicate effectively with a wide variety of people who will visit or contact the office.
  • Ability to understand and help resolve complex problems as they arise.
  • Ability to provide accurate and factual information for reporting purposes is imperative.
Appointment Information

This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 12/2/2024. Salary is commensurate with experience. The salary range for this position is $65,000 - $77,000.
