Academic Req: Required - Medical credential; Prefer Bachelor's degree

Work Experience:Required - Must have additional experience in the areas of early childhood education, special education, speech pathology, or health services.

Preferred: Two (2) years of experience in serving young children and their
families.

Critical Action Items & Measurable Deliverables:

1. Design, implement, and monitor a health and wellness program to help parents and staff understand physical and mental health and wellbeing, as well as access to interventions and referral, as needed. (HSPPS §1302.42, 1302.45)

2. Implement strategies (e.g, classroom observations and consultations) for effective classroom management and positive learning environments; supportive teacher practices; and strategies for supporting children with challenging behaviors and other social, emotional, and mental health concerns. (HSPPS §1302.45, 1302.46)

3. Provide appropriate referrals to ensure training and technical assistance for program staff on mental health and disability service delivery in accordance with state and federal regulations (e.g., completion of developmental screenings) (HSPPS§1302.45)

4. Ensure appropriate practices to keep children safe during all activities, including reporting at a minimum suspected or known child abuse and neglect, appropriate supervision of children at all times, and all standards of conduct. (HSPPS §1302.17, 1302.90)

5. Support staff development and well-being, including completion of minimum training requirements as specified in state and federal standards (HSPPS §1302.92), continuing professional development, and staff wellness initiatives.

6. Ensure referrals and assessments are completed according to parameters and timeframes specified in agency, state, and federal policy and regulations.

7. Monitor child health and nutrition records to ensure all are current, organized, complete, and compliant.

8. Establish a/26 schedule of oversight to apply to delivery of nutrition services to ensure compliance with Head Start Program Performance Standards, USDA requirements, and licensing standards.

9. Establish a schedule of sufficient and consistent frequency to ensure a partnership between program staff and families in a timely and effective manner.

10. Complete assessments and, if necessary, referrals according to parameters and timeframes specified in agency, state, and federal policy and regulations.

11. Prepare and submit required reports prior to deadlines.

Requirements:

1. Develop and monitor compliance of child program files (e.g., behavioral action plans, individualized education plans, family service plans), including compliance with confidentiality.

2. Ensure the availability of specialized supplies and equipment as needed for children with disabilities.

3. Facilitate and monitor referrals to outside agencies for children with mental health and disability needs as requested.

4. Attend Individual Family Service Plan (FSP) and Individual Education Plan (IEP) meetings, home visits, and parent conferences for children with mental health and disability needs.

5. Knowledge of applicable state and federal Head Start regulations, performance standards and guidelines.

6. Knowledge of the principles, practice, and procedures of mental health program administration.

7. Knowledge of mental health resources available within the community, state, and federal government.

8. Demonstrated proficiency in collecting data, preparing reports, monitoring progress, and analyzing data.

9. Strong written and oral communication skills to communicate with a diverse audience (e.g., students, parents, teaching staff, program staff, and community partners), including individuals with low health literacy.

10. Sound judgment in the protection of confidential information.

11. Ability to organize and prioritize duties and responsibilities in a fast-paced environment.

12. Ability to work a flexible schedule including nights, holidays, and weekends.

13. Ability to work independently.

14. Possess sensitivity to the service population's cultural and socio-economic characteristics.

15. Possess a valid driver's license.

16. Complete and pass health examination.

17. Confirm work eligibility status.

18. Successfully pass driving history check.

19. Clear criminal background check.

20. Required to lift up to 60 pounds.

21. Required to stand, sit on the floor, bend, squat, kneel, lift children, and engage with children.

22. Exposure to communicable diseases, and other hazards such as cigarette smoke, pets, at risk
neighborhoods, etc.

23. Travel up to 50% by car, bus, airplane, or train may also be required associated with attendance at conferences, meetings and other duties carried out at distant locations in and out of state and in some cases where some overnight travel may be required.

24. Some evenings and weekend work may occasionally be required for events such as home visits, parent teacher conferences, Parent Committee meetings, community, and social events such as field trips.
