This is a hybrid work opportunity. The Company feels that three shared days in the office and two days with the option of working remotely allows for both collaborative time and quiet space for deep work. Eligible employees for hybrid work are required to work in the office on Tuesdays, Wednesdays, and Thursdays. There may be a need for additional office days based on specific business requirement.

This role is available to report at any of the subsidiary locations of SJW Group, including San Jose, CA, New Braunfels, TX, Clinton, CT, and Saco, ME. 

Job Description

The Director of the Project Management Office is responsible for championing the strategy and vision of the Enterprise Project Management Office, collaborating with various stakeholders such as Information Technology Services, Accounting & Finance, Human Resources, and various operating business units.  This department is a shared, central service accountable for coordinating the company's business and/or technology project portfolio; project and program management services; and application support, small enhancements and problem resolution. 

This team will assist business partners in the identification of business needs and determining solutions to business challenges.  Solutions often include a software-application component, but may also consist of process improvement, organizational change or strategic planning and policy development.

The Director will also provide oversight and coordination of the project intake and Capital Planning processes and the management of the Business Technology capital budget. They will develop and maintain an in-depth understanding and tracking of each department's priorities, their corresponding project portfolio strategy, as well as the associated budgets.

The Director will manage FTE and contractor Project Managers, Program Managers, and/or Business Systems Analysts.

The leader will be responsible for continuously improving and maturing project management capabilities and driving quality and efficiency throughout the organization. They must exhibit a passion for people management including recruitment, selection and retention of talent, creating training and development plans, coaching, team evaluation, managing work assignments, and monitoring work performance. A summary of responsibilities is included below:

  • Establish, document and maintain controls, policies and procedures for the EPMO
  • Support and provide oversight for SOX Compliance audit and controls
  • Lead the project intake and Capital Planning process and provide portfolio and project level reporting for all approved projects across the organization
  • Leverage project methodology to provide greater consistency, standards and more accurate estimates/forecasting of financials company-wide
  • Day-to-day management of employees and/or consultants responsible for planning and facilitating moderate to complex, medium to high priority, project/program deliverables and the efficient resolution of service support issues and requests
  • Provide assistance to all functional business areas and ITS in creation of project proposals, budget estimates and submission to the appropriate governing body for approvals
  • Monitor PMO initiatives to ensure project plans, schedules, budgets, issues, risks and contingencies are appropriately documented and managed.
  • Lead or assist in driving key business decisions that impact overall project portfolio activity including prioritization, timelines or financials
  • Strive to increase the number of projects and programs successfully delivered year over year in support of business and ITS  
  • Ensure projects are managed and executed to completion in alignment with EPMO standards, including agreed upon scope, schedule and budget
  • Create consistent BSA processes for the solicitation and documentation of business requirements and testing
  • Develop, implement and manage to key performance indicators by function i.e. escalated service desk tickets, project schedule changes, financial over / under spend
  • Responsible, directly and through subordinates, for project communications, ensuring project team, stakeholders, and management are properly informed through defined channels
  • Develop and foster relationships across organizational boundaries, acting as a trusted partner
  • Collaborate with all functional leaders to enhance and strengthen long-term planning process and strategy
  • Use influence and negotiation skills to drive projects to completion, clear roadblocks, and resolve conflicts across the enterprise
  • Provide guidance and support to direct reports, peers and direct manager
  • Lead or assist with other assignments as required by the company
  • Additional responsibilities or projects as assigned

Minimum Qualification

   A Bachelor's degree in a related field such as Business Administration, Engineering, or a similar discipline. Master's degree in a related field preferred.

·       At least 5+ years of managerial experience in program or project management

·       Proficiency in program management, project management, and IT

·       Expertise with project management software and best practices

·       Excellent organizational, decision-making, and problem-solving skills

·       Excellent leadership skills including day-to-day management of PMO employees and managing various stakeholder relationships and priorities.
