In addition to the main campus in Centralia, Centralia College East in Morton is a smaller site that serves the needs of students in east Lewis County. Job Description

Under direct/general supervision of the Vice President of Student Services. This leadership position ensures compliance with college policies and local, State, and Federal laws. The Director is responsible developing and maintaining a collaborative work environment; establishing and enforcing employee expectations; developing, planning, and implementing the college's admissions procedures; and developing tasks and activities that support the enrollment and retention strategies of the college. In addition, as the college registrar, the Director supervises the college's registration, records, and degree certification functions and oversees Veterans Services and the process for issuing F-1 visas for qualified students.

The Director of Enrollment Services/Registrar is responsible for the comprehensive leadership, management, supervision, and vision of the department and functions of the Enrollment Services department. This position is responsible for the overall management and leadership of the Enrollment Services Office, which includes the comprehensive functions of Admissions, Registration, Records, Credential Evaluations, Degree Conferring, Residency, International, and Veterans Services.

Duties and Responsibilities

General Responsibilities

  • Supervise and manage the day-to-day operations of the Office of Enrollment Services, Recruitment, International and Veterans Services.

  • Perform duties as the college registrar and maintain compliance with FERPA.

  • Perform duties as the chief admissions officer.

  • Participate in the hiring of staff.

  • Model positive leadership and teamwork to staff.

  • Supervise, train, and coach staff as needed. Perform staff evaluations.

  • Advise, write, revise, and implement institutional policies and procedures.

  • Proofread and edit the college catalog and quarterly schedule for accuracy and readability, coordinating with the college Public Relations Officer in this endeavor.

  • Provide enrollment management leadership to the college.

  • Evaluate and communicate the impact of potential legal or regulatory changes on the college.

  • Serve on the college's Executive Management Team (EMT).

  • Develop and monitor the budget.

  • Conduct regular staff meetings.

  • Approve NWAC athletic eligibility in coordination with the Athletics Department.

  • Serve on appropriate college committees, task forces, and teams.

  • Perform additional duties as directed by the vice president, student services.

  • Plan and supervise the day-to-day registration and records processes for the college.

  • Ensure policies comply with federal, state, and local laws and support student success.

  • Represent the college and attend the Admissions and Registration Council (ARC).

  • Time and budget permitting, represent the college and attend the Washington Association of College Registrars and Admission Officers (WACRAO) and the Pacific Association of College

  • Registrars and Admission Officers (PACRAO).

Admissions and Outreach

  • Serve as the college's Residency Officer.

  • Consult with other on-campus departments to develop effective processes that minimize frustrations and obstacles prospective and actual students face.

  • Develop strategies and implement plans to improve access and retention of a diverse student population, including traditionally underrepresented students, where equity gaps exist.

  • Streamline processes to develop a coordinated and simplified entry service for students.

  • Assist the college in developing enrollment management strategies to include the development.

  • Implement and maintain ctcLink and other information systems necessary to effectively manage the college's current student information and outreach and retention efforts.

  • Ensure that prospective student data is collected, stored, and accessed with timeliness and efficiency.

  • Serve as the college's admission officer for the Nursing and BAS programs. Coordinate policies and procedures for all admission and selection functions for the programs.

  • Collaborate with Instruction on the admission processes for bachelor's degree programs.

  • Review and determine admission of underage applicants.

  • Assist the Dean in developing different marketing materials and recruiting strategies.

  • Other duties as assigned.

Registration

  • Establish and communicate registration dates; create registration appointments.

  • Create and communicate registration, important dates, calendars, and beginning and end-of-term processes.

  • Train different departments on registration and admissions processes and procedures.

  • Records

  • Serve as registrar.

  • Serve as the College Retention/Record Officer for student records by ensuring the security and confidentiality of student records.

  • Responsible for FERPA training and compliance and is the college's FERPA Compliance officer

  • SMS coordinator, approve and maintain SMS access for campus

  • ctcLink Pillar Lead and SME

  • Assist the Vice President, Student Services in implementing emerging technologies to provide students, faculty, and staff with direct access to academic, course, and registration information.

  • Supervise the accurate and timely preparation, maintenance, and issuance of student grades and transcripts.

Graduation

  • Monitor degree requirements according to NWCCU, SBCTC, and ICRC

  • Authorize the awarding of all degrees, certificates, and diplomas

  • Oversees commencement activities, including maintenance of graduation files, preparation of graduation list, degree mailings, budget, and coordination of commencement ceremonies.

  • Supervise the college commencement ceremony.

Veterans Services

  • Supervises the certification of courses for Veterans benefits and serves as the backup School Certifying Official

  • Responds to various external college surveys/audits

  • International Students

  • Serve as the PDSO or DSO for international programs.

  • Admit international students, issue I-20s, and maintain all federal reporting requirements.

  • Update student information in SEVIS, canceling or terminating I-20s when needed.

  • Facilitate orientation for all incoming international students.

Qualifications
    A bachelor's degree; and

    Five years progressively increasing responsibilities in the field of admissions, recruiting, or marketing or public relations experience in a higher education setting.

Preferred Qualifications
  • A master's degree in Business, Marketing, Enrollment Management, Student Affairs, Communications, Public Relations, Public Administration, Education or a related field and seven years progressively increasing responsibilities in the field of outreach, admissions, recruiting, public relations or equivalent experience in a community college setting OR any combination of education and experience that equals nine years past a bachelor's degree'

  • Experience in providing effective services to multi-ethnic and multicultural populations

  • Experience in defining specific goals and objectives and monitoring, measuring, and directing progress towards those ends

  • Working knowledge of financial aid, student employment, and scholarship information and processes as related to the recruitment and retention of students

  • Understanding of FERPA and other legal requirements that affect higher education

Conditions of Employment

This is a twelve (12) month per year, full-time administrative exempt position. The salary is $95,000 - $102,500 annually depending on the qualifications and experience of the successful candidate. The state of Washington provides a comprehensive benefits package for state employees. The position may participate in the TIAA/CREF retirement system.

Compensation

Annual Salary: $95,000 - $102,500 (DOQ/DOE)
