SUMMARY

Paragon Professional Services, LLC (Paragon), a wholly owned subsidiary of Bering Straits Native Corporation (BSNC), is seeking a Construction Manager with civil/earthwork/site remediation construction management experience to oversee multiple projects in California and U.S.

Responsibilities of this position include oversight of planning, execution, and completion of various construction projects such as ecosystem restoration, soil excavation and disposal, levee repair and bank stabilization, and underground utility installation. Work may occasionally involve vertical construction. The Construction Manager will collaborate directly with contractors, suppliers, owner representatives, and Paragon supervisors/superintendents to ensure projects are managed safely, efficiently, and to a high-quality standard.

Under the general supervision of the Paragon Operations Manager, the Construction Manager will serve as the lead for pre-award planning, bid and estimate preparation, contract negotiations, staffing, mobilization logistics, work scheduling and production, overall contract/budget management, and close out on assigned projects. As the team leader, the Construction Manager will pro-actively support field office efforts to optimize project and team performance through regularly scheduled meetings, site visits, and effective communication with all stakeholders. The Construction Manager will work closely with home office staff responsible for support activities including monthly fiscal and management reports, invoicing, safety and quality control directives, and will use their leadership position to support company goals and policies.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Work directly with the Site Superintendent to coordinate crews and manage subcontractors and suppliers to optimize production and project performance on large (>$10M) environmental/civil works projects.
  • Prepare and manage estimates, budgets, and resource loaded schedules.
  • Ensure compliance with legal regulations, building and safety codes, and other requirements applicable to each project.
  • Tracks progress of onsite work to ensure the project meets the objectives, schedule, and budget.
  • Maintain relationships with Client(s) and Operations Manager and respond as needed to inquiries and requests for support or information.
  • Provide clear and concise status/reports to the Operations Manager (and others, as required).
  • Provide quality control oversight of site work to confirm that work is being conducted in accordance with the plans and specifications. Works with project team and project quality control personnel to take corrective actions to maintain and advance project milestones.
  • Communicates corporate safety policies to team members and enforces safety regulations and protocols to ensure work is performed in a safe manner. Ensure field staff conduct daily on-site tailgate meetings with staff and subcontractors.
  • Participate in site walks, generate bids, produce estimates, and prepare cost proposal packages for new projects.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
  • Bachelor's degree in construction management, engineering, or the sciences preferred.
  • Minimum of 15 years of experience on large environmental/earth moving projects on residential, commercial, or federal projects with at least ten years of that experience in a project management role.
  • Experience working with Federal agencies including USACE and/or USEPA, and knowledge of their safety, cost tracking, and reporting protocols.
  • Extensive knowledge of State and Federal regulations governing heavy civil projects.
  • Valid Driver's License and acceptable driving record.
  • 40-hour HAZWOPER with current 8-hour refresher.

Knowledge, Skills and Abilities
  • Must be able to prioritize, organize and work well under stress and varying weather conditions.
  • Must have exceptional communication skills and demonstrated effectiveness leading multiple teams/crews through complex and overlapping project requirements.
  • Must be flexible and comfortable with frequent changes to project scope or work requirements.
  • Must be capable of determining appropriate types and numbers of tools, personnel, materials, and equipment needed to optimize production and project performance to meet project objectives.
  • Must be able to work flexible hours to meet deadlines.
  • Must have knowledge of acceptable construction site practices including occupational safety and health regulations.
  • Must be able to communicate orally and in writing with internal and external clients and co-workers.
  • Must be able to create a positive and respectful work environment and address personnel issues effectively and promptly to ensure successful team dynamics.
  • Must have the ability to follow directions.
  • Must be able and willing to travel and work for extended periods onsite.

  • 30-hour OSHA Construction Training
  • USACE Construction Quality Management (CQM) Training
  • 8-hour HAZWOPER Supervisor Training
  • USACE Resident Management System (RMS) Experience
  • Microsoft Project Experience
  • Primavera P6 Experience
  • Current First Aid/CPR Training

PHYSICAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.
  • Requires the ability to see, hear, and verbally communicate with co-workers and clients in an office setting and active construction site.
  • While on-site, conditions may require walking on uneven ground, extended periods of standing, and the possible lifting, pushing, or pulling of items weighing up to 40 pounds.
  • The ability to wear personal protective equipment (PPE) is required while visiting construction sites. PPE includes steel-toed boots, hearing and eye protection, hard hat, reflective vests, and protective gloves.

  • Must be alert to equipment in the field.
  • Exposure to dust, gas or fumes, noise, and extremes in temperature.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS

  • This position is not subject to federal requirements regarding Department of Transportation (DOT) "safety-sensitive" functions. Manager may be expected to supervise employees that do perform DOT "safety-sensitive" functions.

SUPERVISORY RESPONSIBILITIES

This is not a supervisory position, however, the Construction Manager is responsible for managing, overseeing, and coordinating the activities of various trade groups working on assigned projects, as well as subcontractors and other vendors supporting the project to ensure work requirements as described in the Plans and Specifications or the Statement of Work for delivery orders or contracts are met.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work as a necessity.
