Job Description

As the Early Learning Program's Program Coordinator (PC), you will be responsible for recruiting, selecting, and enrolling children and their families who are eligible for the Early Childhood Education Assistance Program (ECEAP). You will work collaboratively to provide comprehensive services to each child and family. Through education and support, the PC will help families learn how to access and advocate for needed family services.

As a PC for the Early Learning Programs, you will work in partnership with teachers to encourage and plan for families to advocate for and participate in their child's education. You will also work together with families in an effort to support them in recognizing and building upon family strengths and improving the conditions and quality of their family's life. In this position, you will be a part of a dynamic team in supporting Centralia College's student families, as well as community families, in gaining access to education and services.

Duties and Responsibilities

Duties and Tasks (Essential Functions)

Duty: Recruitment, Selection, and Enrollment
Tasks Include:

  • Recruit and enroll eligible children to maintain full enrollment. Track data and maintain an ongoing waitlist of families according to ECEAP regulations.

  • Conduct family orientations, child screenings and collaborate with classroom teachers and the program manager regarding program entry.

Duty: Family Support-Case Management
Tasks Include:

  • Assess family needs and develop action plans to reduce barriers and improve positive outcomes for families and children.

  • Develop individualized health, nutrition, and family support plans for all families.

  • Build reciprocal relationships with families that support family well-being and strengthen the child-parent relationship.

  • Conduct home visits (in-person/virtual) for each family once every quarter or as needed. Connect with each assigned family once a week. Document connection notes in ELMS within 48 hours resources offered, follow ups, concerns and upcoming events/meetings discussed.

  • Track data using virtual platforms including ELMS, Ready Rosie, and Mobility Mentoring.

Duty: Family Engagement and Communication
Tasks Include:

  • Ensure bilingual children and families receive information and interpreters that meet their language and communication needs.

  • Address the concerns and issues of children from diverse backgrounds and that have special needs in partnership with teachers, interdisciplinary specialists, or other community partners.

  • Model and practice effective and professional communication strategies and techniques for families, staff, and teachers.

Duty: Coordinate Family Educational Activities
Tasks Include:

  • Develop, oversee and coordinate ongoing family activities and events that comply with ECEAP performance standards, DCYF licensing WACs and funding standards as well as college procedures.

  • Recruit, oversee and advise ECEAP family committees, interns, and policy council representatives.

Duty: Office/Clerical Functions and Professional Development/Training
Tasks Include:

  • Answer emails, make and receive phone calls in a timely manner.

  • Maintain contact tracking system of family contacts.

  • Create and maintain family and child files, which includes, but is not limited to, tracking data and documenting ERSEA (eligibility, recruitment, selection, enrollment, attendance), health information, family interaction and engagement.

  • Participate in all staff trainings.

  • Complete the Mobility Mentoring training within 30 days of employment

  • Complete updated trainings as requested by program or DCYF

  • Participate in professional development as requested by program

  • Complete required annual trainings for position

Duty: Provide regular classroom assistant support

Scheduled: 10 hours or 25% of position minimum

And Substitution as requested to support children in the classroom by Program Manager or Support Services Manager
Tasks Include:

  • Support ECEAP teachers in the classroom. Adhere to all licensing WACs, center, and ECEAP policy, procedure and regulations.

  • Observe interactions/behaviors of both children and teachers in the classroom.

  • Provide one on one engagement and support of individual children and/or groups as directed by lead teacher to support the interactions, transitions, and routines in the classroom

Perform other duties as assigned.

Qualifications

High school graduation or equivalent AND two years' experience in providing social services related to child abuse and neglect, child guidance, parenting education and family dynamics to low income or other at-risk families;

And including the equivalent of 30 college credits of adult education, human development, human services, family support, social work, early childhood education, child development, psychology, or another field directly related to their job responsibilities. OR be willing to be on a Professional Development Plan to fully obtain the education qualifications of their role.

Specific Position Elements:

    Bilingual RequiredExperience providing social services program services to at-risk families.

    Experience researching local community resources regarding family issues.

  • Cultivate community partnerships

  • Working knowledge of Early Childhood Education philosophy and current best practices.

    Demonstrated ability to communicate effectively with individuals, other departments, outside agencies.

    Current negative TB test or statement from Health Dept. that named person is cleared;

    MMR immunity

    Cleared Department of Children, Youth & Families Portable Background Check clearance in MERIT

    Current First Aid and CPR training documentation;

    HIV/AIDS, Blood Pathogens upon hire and annually;

    Child Abuse/Neglect Training, inclusive of reporting procedures upon hire and annually; and

    Food Handlers permit

Preferred Qualifications

An associate or higher degree with the equivalent of 30 college credits of adult education, human development, human services, family support, social work, early childhood education, child development, psychology, or another field directly related to their job responsibilities.

These 30 credits may be included in the degree or in addition to the degree.

Conditions of Employment

This is a full-time, 10-months per year position. Classified employees are represented by the Washington Federation of State Employees (WFSE). The state of Washington provides a comprehensive benefits package for state employees.

COMPENSATION

Monthly Salary: Range 40 ($3,477 - $4,517) + 5% Bilingual Premium Pay
