Description of Job Function:

1. Conducts initial assessments and investigations for all formal reports and complaints of discrimination and harassment for students, employees, and applicants. Supports the college wide Equal Opportunity work for employees and students.

2. Co-develops, and facilitates EO trainings, including Title IX trainings for employees and students. Partners with ODHR team members in identifying areas of need for training and recommends appropriate programs. Manages the EO website content and supports the harassment and discrimination prevention efforts.

3. Triages and manages the initial intake and support of EO issues for students, employees, and applicants. Engages in promoting understanding of and compliance with policies and procedures, including but not limited to, Discrimination, Harassment & Related Misconduct.

4. Engages in data analytics and dissemination of disaggregated employee data related to employee equity initiatives. Supports the data collection and submission of the FL DOE annual equity report.

5. Collaborates with the Organizational Communication team in preparing articles and other publications related to equity and equal opportunity. Supports the creation of the annual notice of non-discrimination.

7. Ensures all formal and informal reports and complaints are handled in compliance with applicable laws, regulations, and college policies and procedures to include prompt and equitable responses to reports of discrimination/harassment.

8. Collaborates with department leadership in development of program goals and strategic objectives in all areas of equal opportunity in alignment with college goals.

9. Collaborates with the Title IX Coordinator/Section 504 Coordinator, and other team members to analyze complaints, and develop an investigation plan. Partners or engages in initial investigations in accordance with College policies and procedures.

10. Conducts prompt/thorough equal opportunity initial assessments and investigations, acts as a neutral party in the investigation and prepares formal, written findings on conclusions of investigations and makes recommendations for remedial action, when appropriate. Assesses situations and implements, where appropriate, makes recommendations to leadership on interim measures for safety and well-being of involved parties.

11. Engages in established record-keeping procedures, compliance reviews, audits and reporting procedures pertaining to all facets of discrimination and harassment.

Works collaboratively with ODHR, Student Affairs, Safety/Security, and other faculty and staff to effectively respond to and address complaints, and/or provide educational trainings, presentations and materials in accordance appropriate standards. Support department leadership in providing policy, process, and procedure updates to the College community.

Required Minimum Education:

Bachelor's Degree from a regionally accredited institution, or any equivalent combination of related education, training, and/or experience which provides the required knowledge, skills, and abilities to perform the essential functions.

Required Field of Study:

Human Resources, Business, Psychology, or closely related field.

Other Required Qualifications:

Experience with investigations related to employee/student conduct, harassment or discrimination claims.

Preferred Type of Experience:

Experience with Title IX investigations in a higher education setting.
Business partner or consulting experience in a human resources department/field.

Experience developing and facilitating training and outreach to employees.

Knowledge, Skills and Abilities:

1. Knowledge of related federal, state and local laws, college policies, procedures and guidelines related to equal employment opportunities.
2. Knowledge of the principles, practices, and procedures of Human Resources Management.
3. Knowledge of dispute resolution practices as it relates to students/employees.
4. Ability to coach and counsel students through difficult and sensitive matters related to conduct, discrimination, harassment, abuse or other related concerns.
5. Skill in effectively listening and communicating, interpersonally, orally and in writing.
6. Skill in negotiating and resolving problems, influence and ability to gain the cooperation of others, and ability to address sensitive and difficult employee and student issues.
7. Skill in preparing comprehensive reports and presentations, and represent ideas clearly and concisely, both orally and in writing.
8. Skill in the use of personal computers and general office software related to area of responsibility.
9. Ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships.
10. Ability to handle multiple priorities and confidential assignments, organize work, and function independently and effectively under heavy workloads and during peak periods.
11. Ability to document and research information, and analyze data to arrive at valid conclusions, recommendations, and plans of action.

General Working Conditions:

This job operates in a professional office environment and throughout the College's worksites and grounds. Within the professional office environment, the employee will routinely operate standard office equipment including but not limited to computers, keyboards, mouse, phones, photocopiers, printers, scanners, filing cabinets and fax machines. The noise level in the office work environment is usually quiet and occasionally moderate. While operating outside of the office environment, the employee may be exposed to elements including but not limited to wet/humid weather, extreme temperatures, dirt, dust, fumes, smoke, and unpleasant odors. The role may also involve hazards or physical risks, which require comprehending and following basic safety precautions and may require Personal Protection Equipment. The noise level in the work environment is usually moderate and occasionally loud. Typical physical competencies include but are not limited to remaining stationary, moving, ascending/descending, positioning self, reaching, lifting/moving objects weighing between 5-100 pounds. This job also entails frequently communicating, discerning and exchanging information, detecting and perceiving objects up close, at a distance, and the ability to adjust focus. Cognitive abilities include but are not limited to discretion, judgment, reasoning, memory, learning, maintaining confidentiality, comprehension, problem solving, and decision-making.
