Primary Purpose of Organizational Unit:

The Associate Vice Chancellor (AVC) for Campus Safety and Risk Management provides institutional oversight for the campus safety and risk management functions of the University, which includes the University Police Department; Environment, Health, and Safety (EHS); Emergency Management and Planning; the Threat Assessment program; and the Protection of Minors Program.

Position Summary:

The Associate Director of Threat Assessment and Management is a critical member of a multidisciplinary behavioral threat assessment team (BTAT). The BTAT is responsible for developing policies and procedures for the prevention of violence at UNC-Chapel Hill, including assessment of and intervention with individuals whose behavior poses a threat to the safety of the University. The BTAT is the body responsible for executing and operationalizing those policies and procedures. The BTAT includes members from University Police, OHR Employee and Management Relations, Student Affairs, Equal Opportunity and Compliance (EOC)/Title IX, Counseling and Psychological Services (CAPS), the Office of University Counsel (OUC), and others. The Associate Director manages and provides oversight of functional operational components of the BTAT program. The Associate Director leads and consults on case management and violence prevention programs. This position will manage a team of case managers/investigators in the operational assessment and intervention of individuals who may engage in behavior posing a potential threat to the safety of the campus community, including faculty, staff, students, and those not currently affiliated who may be referred for review. The position oversees the management of sensitive information, maintains timely and accurate records, produces reports, and organizes and disseminates case information. This position supports the Director in the development of strategic and operational plans for the program, manages execution, and measures results. This position will directly manage the workload and operations of case managers/investigators involved in behavioral threat assessments conducted across university schools/units/departments.Primary duties include: Collaborating with other campus departments to review, update and revise campus wide behavioral threat assessment policies and procedures.Serving as a University subject matter expert in threat assessment and management. Determining the strategic initiatives of the multidisciplinary BTAT, in conjunction with the Director.Directing, coordinating, and conducting behavioral threat assessments of reported threatening or violent behavior by or against faculty, staff, students, visitors, and others with no affiliation.Directing the allocation of University resources to mitigate violence risk in behavioral threat assessment cases.Collecting, collating, and evaluating behavioral threat assessment data to determine vulnerabilities, resource, and training needs.Developing and providing comprehensive outreach and consultation services to faculty, staff and students using traditional in-person presentations, social media, and other creative multi-media efforts; collaborates with other campus offices to ensure coherent integration of messaging and education to the campus community.Managing a case management database by ensuring all correspondence, notes, and action items are accurately documented.Providing appropriate and ethical assessments of data collected by and about individuals of concern in an effort to develop and maintain best practices.Partnering with the Office of University Counsel (OUC), Student Affairs, Employee and Management Relations, University Police, and other key stakeholders to ensure comprehensive case management.Partnering with external community agencies and law enforcement, as appropriate.Overseeing and leads BTAT and program operations in Director's absence.This position reports to the Director of Threat Assessment and Management.

Minimum Education and Experience Requirements:

Bachelor's degree and three years of experience in the area of assignment, of which at least one is supervisory or in a lead-worker capacity; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Required Qualifications, Competencies, and Experience:

Master's degree in social work, mental health, psychology, criminal justice, or other relevant degree. At least three (3) years of related work experience. Experience in conducting behavioral threat assessments and developing management strategies. Strong oral and written communication skills.

Preferred Qualifications, Competencies, and Experience:

Five or more years of related experience. Licensure: Certified Threat Manager Certification (CTM) through the Association of Threat Assessment Professionals (ATAP). Experience working with Microsoft Office, Google Suite, and SPSS (or similar software). Experience working in a higher education setting. Case management experience.

Special Physical/Mental Requirements:

This is primarily a sedentary job involving extensive use of a computer and phone. The job does occasionally require travel to attend meetings and trainings.

Campus Security Authority Responsibilities:

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
