As the community center of the University, the Illini Union draws together all members of the University with approximately 16,000 visits of students, faculty, staff, alumni, and guests on a daily basis. Job Summary
Provide leadership for human resource processes and developing strategies to support the shared services for the AHW units to include but not limited to the Illini Union, Student Affairs Technology, Counseling Center, University Parking, and AHW Marketing.
Duties & Responsibilities

Leadership

  • Leads the Shared AHW Human Resources units that provide Human Resources support to and payroll processing for AHW employees. Provides professional direction to staff members, offers training and development opportunities, and on-going supervision.
  • Assists with facilitation of organization-wide processes, such as strategic planning, goal setting, financial/budget planning, and customer service activities.
  • Engages and implements AHW's diversity, equity, and inclusion initiatives.
  • Collaborate with other departments and internal stakeholders with a view to ensuring execution of all Shared AHW Human Resources initiatives.
  • Direct all academic professional and civil service search processes.
  • Provides technical advice and problem solving assistance to stand and/or supervisors regarding personnel issues.
  • Responsible for the oversight of the Payroll Operations for the Shared Services Units.
  • Serves as an advisor on the Illini Union Executive Team, providing an HR perspective for operational and strategic planning.
Administrative Operational
  • Develop and oversee department HR budgeting to ensure appropriate allocation of resources.
  • Provide the organization with a centralized resource, to include sourcing and talent acquisition strategies,interviewing assistance and training, application processing, advice on affirmative action guidelines and search processes, new hire orientation/onboarding, and application processing and interview scheduling.
  • Participates in succession management and workforce planning in collaboration with senior leadership team.
  • Oversee the Performance Management program, to include recommendations for salary levels based upon external market data and considering internal equity issues in addition to being the primary administrator of the Campus Wage Program and Salary Planner.
  • Assist with facilitation of certain all-building processes, such as strategic planning, goal setting, financial/budget planning, and customer service activities.
  • Make recommendations on allocation of other staff development resources, as requested.
  • Assist in the development, implementation, interpretation, and administration of human resource policies and procedures in accordance with state and federal regulations, as well as university policies and rules.
  • Supervise the maintenance of applicant and employee files.
  • Oversee performance evaluation process, to include recommendations for salary levels based upon external market data and considering internal equity issues in addition to being the primary administrator of the Campus Wage Program and Salary Planner.
  • Act as unit Departmental Classifier, conducting job audits and utilizing job analysis techniques to determine possible position upgrades and changes to classification specifications.
  • Interpret and apply policies and procedures related to immigration statuses inclusive of the visa and PERM process.
Employee Relations
  • Provide support to staff and offer interpretation of HR policies, job duties, work conditions, wages and salary, and employee benefits; provide employee coaching and counseling on at all levels; facilitate conflict resolution.
  • Investigate complaints and grievances and recommend direction of disciplinary actions, resolution of employee relations conflicts, and resolution of grievances.
  • Primary point of contact to serve on Campus Management Team for Collective Bargaining Agreements negotiations for all shared services operations.
  • Interpret all statutes, rules, policies, procedures, and labor contracts to ensure compliance and to resolve disagreements, to ensure consistent and fair treatment of employees, and to minimize risk to employees and the organization
  • Coordinate employment practices with OAE Office to achieve diversity goals and maintain nondiscriminatory employment practices. Supervises the maintenance of applicant and employee files inclusive of annual audit to include all areas of oversight.
Analytics
  • Overall accountability for data integrity to include quality, accuracy, and usability of employee data and related interfaces, by implementing adequate controls and audits.
  • Engage in research, data extrapolation, and analysis of current and future trends in all areas of Human Resources.
  • Oversees programs focusing on continuous process improvement. Assists in the development of techniques for evaluating program activities.
Minimum Qualifications

Education:
  • Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
Experience:
  • Five (5) years of work experience performing professional-level human resources duties, including supervisory, managerial, and/or administrative experience in a higher education environment.
  • Demonstrated experience utilizing HRIS systems (e.g., JDXpert, HR Front End, Paycor, BambooHR), and strategic and compensation planning and implementation.
  • Budget management experience
  • Experience with payroll and unionized environments.
Preferred Qualifications

Education:
  • Master's degree in human resource management, human resources development, organizational leadership, or related field.
Experience:
  • Experience overseeing HR functions for multi departments.
  • Experience with HRIS and Data Analytics for generating comprehensive reports.
  • SHRM certification.
Knowledge, Skills and Abilities
  • Knowledge of various State and Federal laws and policies including Equal Employment Opportunity/Affirmative Action, the Fair Labor Standards Act (FLSA), ADA, FMLA, and other laws.
  • Knowledge of time/leave policies, payroll, and worker's compensation.
  • Strong supervisory, time management, confidentiality, and organizational skills.
  • Ability to interact effectively with students, faculty, and staff of various diverse competencies and cultural backgrounds.
  • Excellent interpersonal and communication skills.
  • Strong federal and state employment law knowledge.
Appointment Information

This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 10/21/2024. The salary range for this position is: $95,000 - 105,000, commensurate with experience and qualifications. Sponsorship for work authorization is not available for this position. This position is eligible for a hybrid work schedule (remote work and in-person work in Urbana-Champaign each week).
