Job Summary/Basic Function:
To plan, direct, and perform facility management services for 3,700-bed spaces, including maintenance of large building(s) and complexes of smaller buildings within the University Housing and Residence Life department of Boise State University; including, but not limited to, work order management, employee supervision of maintenance staff, working with university and local trades, and perform related work.
Department Overview:
Housing and Residence Life manages approximately 750,000 square feet of residential living space serving over 2500 students at any given time. Our Facilities department is Customer Service focused with the goal of providing a safe and welcoming environment for our students to live, learn, and prosper in.
Level Scope:
Provides direct supervision typically to professionals or skilled technical employees at the entry or intermediate level. Functions as advisor to unit and administration and sets goals and objectives for team members for achievement of operational results. Analyzes and resolves problems through drawing from prior experiences. Interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of campus resources (operational, financial, and human) in compliance with departmental goals and objectives.
Essential Functions:
65% of the time the Position must:
Staff Supervision
• Provide leadership, direction, and supervision for the areas of Housing and Residence Life Maintenance staff.
• Directly responsible for the recruitment, hiring, training, evaluation, and day-to-day supervision of staff including but not limited to: maintenance craftspeople, electricians, painters, HVAC techs, painters, plumbers, and temporary workers.
• Ensure effective recruitment, onboarding, and training plans are implemented for all staff under the supervision of the Assistant Director, Housing Facilities.
• Maintain clear and up-to-date policy manuals for all staffing areas.
• Prioritize and coordinate staff assignments/work orders on a daily, weekly, and monthly basis.
• Approve bi-weekly payroll for all direct reports and monitor reported time for accuracy.

Staff Development
• Create a culture of excellence through mentorship, accountability, and innovation for a cohesive maintenance team.
• Train staff on the work order system, and monitor and process work requests.
• Train staff in the area of industry-standard maintenance practices and proper care and use of maintenance equipment; and implement quality assurance programs to ensure duties are being performed and safety practices are followed.

Project Management
• Plan and coordinate projects from conception to completion.
• Prioritize and schedule work with other trades, contractors, and vendors as required to complete projects of larger scope and work with them in compliance with university policies.
• Communicate with internal stakeholders to clarify departmental priorities.
• Identify and implement process improvements.
• Attend departmental informational and planning meetings.
• Organize and communicate documentation needed to facilitate departmental processes.
• Work with internal and external agencies to facilitate the successful completion of projects.
• Maintain a relationship with key contractors in order to meet resident needs 24/7.
• Work with the supervisor to create and execute a capital plan for all the buildings in Housing's portfolio.

35% of the time the Position must:
Facility Maintenance Operations
• Maintain, schedule, and coordinate the department's preventative maintenance plan.
• Maintain compliance with all university, state, and department procedures/policies.
• Maintain records and reports regarding products used (including Materials Safety Data Sheet - MSDS) and cleaning schedules to support purchasing, inventory, disposal, and contracting of all goods and services necessary to complete facility maintenance projects.
• Coordinate the maintenance team to create and execute a plan for room turns between semesters (and for summer conferences).
• Maintain the safe operation of multiple residence halls and apartments.
• Prepare residential and apartment facilities annually for semester opening and closing.
• Support efforts and planning for move-in activities (fall, spring, summer).
Budget Management
• Budget, track, and reconcile all expenses related to the Student Housing Maintenance budget on a monthly basis.
• Monitor and maintain monthly budget tracking sheets for all budget areas with direct oversight.
• Assist in the annual budgeting process for Student Housing Maintenance.
• Research vendors and products for quality and pricing; make selection and purchase products and equipment for Student Housing Maintenance.
• Total budgetary oversight is $800,000 within a $4.6 Million Budget.

5% of the time the Position must:
Other duties as assigned by the supervisor or Senior Director of Housing and Residence Life.
• This includes but is not limited to: efforts that support broad division/institution efforts including at least 40 hours per year spent helping divisional initiatives such as Move-In Day, Welcome Week, Family Weekend, Career Expo, Disability Services Finals Testing, other special projects, etc.
Knowledge, Skills, Abilities:
• Experience in managing budgets, estimating projects, and/or equipment costs.
• Ability to manage large multi-use facilities or housing spaces.
• Experience supervising, hiring, training, scheduling, progressive discipline, and evaluating multiple staff and/or teams of staff.
• Knowledge of facilities maintenance and custodial needs and services.
• Basic understanding of project management. Planning and execution of projects from conception through completion on schedule.
• Knowledge of basic math skills such as adding, subtracting, multiplying, and dividing.
• Experience and knowledge in basic office software programs.
• Excellent verbal and written communication skills.
• Supervision experience that includes assigning daily work for staff and employee evaluation.
• Experience as a supervisor within the State of Idaho's classified employee system.
• Experience in a warehouse setting.
• Experience with facility maintenance management system software.
• Experience working in residential housing settings, which could include university housing, the hotel industry, or property management.
• Experience with preventative maintenance programming, development, and execution.
• Experience ensuring compliance with purchasing, safety, and other university (and State) policies and standards.
Minimum Qualifications:
Bachelor's Degree or equivalent plus 2 years relevant experience.
Require a valid driver's license.
Experience and knowledge in basic office software programs.
Preferred Qualifications:
• Two or more years of experience in managing budgets, estimating projects, and/or equipment costs.
• Two or more years of experience supervising, hiring, training, scheduling, progressive discipline, and evaluating multiple staff and/or teams of staff.
• Two or more years of experience working in residential housing settings, which could include university housing, the hotel industry, or property management.
• Two or more years of experience with preventative maintenance programming, development, and execution.
• Two or more years of experience with facility maintenance management system software (TMA preferred).
• Possess a trade certification in:
o Electrical
o HVAC Certification
o Locksmith
o Plumbing
Salary and Benefits:

Salary ranges from $57,200.00 - $71,000.00 annually commensurate with experience. Boise State University provides a best-in-class benefits package, including (but not limited to):
